On August 6, 2010,[link widoczny dla zalogowanych], the Ministry of Human Resources and Social
Security printed and distributed the Circular on Further Promotion of the
Outsourcing Industry (MOHRSS [2010] No. 56).
The Ministry will expand the applicability of the special work-hour system
among outsourcing enterprises. Irregular work-hour mechanism can be adopted
for employees engaging in software design, technical R&D,[link widoczny dla zalogowanych], senior management
and other jobs whose work cannot be measured by standard working time due
to production features or employees who need flexible working time in qualified
technically advanced outsourcing companies with standard employment management
in the regions outside the 21 outsourcing model cities with the approval of local
human resources and social security authorities. Moreover,[link widoczny dla zalogowanych], combined workhour
system can be applied to those employees who, due to particularity of their
work, need to work continuously in a certain period of time. The Ministry will
also enhance management and service for the implementation of special workhour
system in outsourcing companies,[link widoczny dla zalogowanych], further simplify examination and approval
procedures to raise the efficiency and provide convenient and top-quality services
to companies. For outsourcing enterprises that meet the requirements prescribed in
��Five Postpones, Four Reductions and Three Subsidies�� policy,[link widoczny dla zalogowanych], policy support shall
be granted to them as per the ��Notice on Further Alleviating Enterprises�� Burden
and Stabilizing Employment Situation�� (MOHRSS [2009] No. 175).
